Tear down empty buildings, which reduces the housing supply which will increase the demand, and at the same time expand nearby commercial and nonresidential districts to provide more economic growth, as well as adding parks and recreational spaces, and outdoor activities that are popular in Chinese culture, and maybe an inner city bike path with protection from traffic to add liveliness into the area.
