A better move (for everyone) would be to flatten the Senate into Congress. Then get rid of Congressional districts and give parties seats based on the percentage of votes they receive.
Except that this isn’t a better move for those in power. It’s objectively better for the people, but the people haven’t really been in power for a long time.
