Aren’t they given specific coordinates? Shouldn’t someone in the chain of command realize what’s up?

Early in the war they were using old soviet maps to target missile strikes, never mind that the “power substation” is now an apartment building
Seems like there is incompetence at many levels.
It’s the Russian way, comrade.
Obviously it is UA fault, if they would’ve surrendered, this would never have happened. (/s needed?)
