The automatic Mercedes in drive shift started to slowly roll forward and 2nd cop shot him in the chest.
OFC with a bullet making it’s way too kill you you have even less control over the car, so it continued to roll as it is supposed to, but without control as a cop shot the driver thus creating a potential safety issue on public roads.
So no, prior to police intervention they were not a danger to public, they were just 17 teens flexing in a nice car someone lent them for that exact reason.
